A single controversial issue like lowbarrier housing can sway the outcome of the election if not enough Nanaimo voters head to the polls, political experts say.
The low-barrier housing issue, which only ranked as a distraction heading into this civic election, has become a divisive topic for Nanaimo city candidates and neighbourhood groups.
Residents that have formed quasi-political groups in the north end are looking to use power in numbers to not only affect the issue, but the outcome of the election.
